As issues are debated on Capitol Hill and in State Legislatures across the country, NCA monitors the legislative progress of any federal or state bill that might affect private clubs and our industry.  When bills are first introduced, we send alerts to our members with insight and analysis on the impact a bill will have on their clubs. Through grassroots mobilization, we then attempt to stop damaging legislation before it is enacted. The New Health Care Reform Law

After more than one year of debate, the Patient Protection and Affordable Care Act is now the law of the land.  As such, the battle is over and the job of implementing the statute is now at hand.

Under this new law, many private clubs will have administrative and paperwork requirements that will take extra time. Aside from this type of additional “busy work,” there will be other more significant and complex issues that private clubs will have to deal with as this measure takes full effect over the next few years. New Tax Increases on Individual Members

On December 31, 2010, most individual private club members will see their personal income tax rates increase for the first time in nearly a decade. This tax hike, as well as other tax increases, could well cause serious financial concerns for many private clubs. The Employee Free Choice Act – the “Card Check” bill

With the election of Sen. Scott Brown (R-Mass.), the prospects of the Employee Free Choice Act ever becoming law were dealt a serious blow. However, the purpose of the legislation—to make it easier for unions to organize in businesses throughout the country—is strongly supported by the President and he has taken other steps to enact portions of the law. The HIRE Act

With unemployment hovering around 10 percent, the President signed legislation into law that will encourage employers to hire those individuals who have been out of work the longest. The new law also provides strong incentives to ensure those new hires stay on the job throughout the year and into the next. Should clubs be looking to re-hire now that the recession has eased a little, this law can help make that a bit for financially attractive.
